A Modifiable Digital Device Entity (MDDE) is a uniquely identifiable digital entity that exists in a defined state at any given moment and is capable of controlled, policy-governed modification over time.
Unlike static digital files or passive content records, an MDDE explicitly binds identity, state, and transformation rules into a single conceptual unit.
An MDDE is not defined by its presentation format, storage medium, or execution environment. These are treated as manifestations rather than identity.
